VOLVO XC60 AWD d5 2009

SWIRL FLAPS, the plastic connected to it to pull through gas, is disconnected failed for second time, and it looks a bit wet close to it, please is anybody familiar with that problem.
does affect the engine to drive a bit with that.

I appreciate the answer.
